You can think of VMU as total memory usage. It tells how much memory the game has requested. The operating system then decides what kind of memory is provided: either RAM or page file. Some provided memory can even be fully virtual if the program has not yet accessed that memory.
Your virtual memory usage looks typical to me (you have many DLCs). RAM usage is lower than expected. Maybe you have background applications using RAM?
Limiting the page file size is not a good thing. When you run out of space, the game will crash.
Now is perfectly clear where was my misunderstanding, thanks to your explanation. I was thinking that ram needed was 6GB, as it is written in game requirements, but maybe 6GB is for vanilla game (like you said, i have many DLCs).
I had so many problems with crash, when finnally the game successful made a report. Reading the report i could see that file paging free space was 0MB. Then i found this wonderful loading mod.
I had to disable many assets, around 280. I have only two mods active (Real Time and Traffic Manager).
Usually i set file paging disabled or very low because i don't know how much degrade my SSD.
Can i ask you what is your opinion about file paging on SSD?
Right now i have installed my old hdd (i know, it is much slower if a swap occour) and set a file paging where Windows10 choose the size. After this also Call of Duty MW stopped to crash and now i can understood why.
When i did the screenshot i had already disabled many assets (maybe is for this reason that ram usage was low?), and my background app was only Steam and Hamachi.

I have no worries about the page file on my SSD. Page file operations have a major impact on system performance and therefore Operating System developers optimize it as much as possible. That means it is not used unnecessarily. The page file is there to prevent crashes when lots of memory is needed.
As long as you have pre-allocated a large-enough page file you are fine. Just make sure not to run out of space.
I have 16 GB of RAM, too. With no apps running, the amount of free RAM should be about 13 GB. You can check your number in Task Manager / Performance / Memory. Cities Skylines will use all of that available RAM if you stress the game enough.
