You cannot get taunts from the workshop. However, if you want to get it you can click the thumbs up button at the "Would you like to see this item officially accepted and supported in Team Fortress 2?" to say you want it. If we get enough people to do that then we could possibly have it added into the game and then you can buy it. And also no it will not be free. There is only 1 out of the thousands of taunts in this game that is free.
