This would make for a less upfront playstyle than with the huntsman.
we allready have every other sniper rifle for that witch does this job better as faster fireing speed and move speed to get you into places the enemy won't expect
10% damadge bonus dosen't really matter as a sniper the only good use I can find for those stats is to take out dds snipers but you allready have an SMG to finish dds snipers of
stats compered to the huntsman

good sides:

when zooming : +70% more accuarcy(instead of 10% more)
bad sides:
can't undeploy zoom without shooting
can't charge in any time(incluading wen sooming)
-40% reloading speed
-10% firing speed
-20% movement speed on wearer
-20% slower deploy time
what do you think ?
- No crosshair while out of scope.
- No random critical hits.
- Arrows cannot be lit on fire.
= No movement speed restriction, unlike the huntsman even when scoped.
+ Mini-crits on targets in the air.
+ 10% Damage.
+ 15% chance to make target bleed for 5 seconds on hit.
+ Silent.
70 Base Damage (210 on Crit/Headshot) More than the Uncharged Arrow
Speed is consistently 2400 HU/s, exactly the Crusader's Crossbow's speed or aproximately 75% Huntsman charge.
To balance the boost in Damage and Speed, the weapon cannot be Charged.
