textures loading as if they are lower than the lowest possible setting
on all the modded maps im having the issue that my graphics look like they are the lowest possible settings and its starting to anoy me now i have tried reinstalling the map, ajusting the setting while in game, resetting resulution scale but none have helped and i cant think of any other way

Yeah, I have been having this problem with a couple different custom maps and I think I just found a solution that works for me. all you need to do is put this line in your Launch options in the game properties and your textures should load properly:

-USEALLAVAILABLECORES -sm4 -d3d10

Hope this helps.
