I would propose one of the following solutions:
1) Add these commands to the tactical toolbar in the top right (as suggested above)
2) Make it part of the existing Overwatch dialog box (as suggested above)
3) Don't add these options for Psi soldiers (if the above two suggestions are not feasible)
Alternate suggestions:
1) Can you please put Overwatch Others in a separate mod? (I have tried disabling it as per your instructions and it didn't work). I think most people just want Overwatch All.
2) Are you able to check the numActiveAbilities value (as per above code), and only add Overwatch All if there is enough room?
3) If not, are you able to avoid adding this to Psi soldiers? You don't really need Overwatch All on every single soldier.
At the end of the day you're only going to push either button once per turn so it's not a big deal if there's not a shortcut key for it.
Making the buttons a different colour if possible would be great too. They do something fundamentally different to most actions in that they perform actions on soldiers other than the one you've got selected, so it would be nice to easily see that differentiation.
