.scs files can be opened with WinRAR. However, you must click on "Open with" and then, if in doubt, select the application file (.exe) from your program files.
If you then want to edit it, you have to edit the devil.dds files. Pull them out of the archive, edit them, drag them into the archive and use them to transfer the old files.
