General advice: Steam can be iffy about effecting mod subscriptions. Make sure Steam\steamapps\workshop\content\268500\620600092 is gone (back up for later use any files you have changed yourself) before trying to apply the mod again (and make sure the folder and files are back once subscribed, then restart Steam and check the mod's checkbox in the XCOM 2 mod launcher).

You can also give the alternative launcher a try: https://www.reddit.com/r/xcom2mods/comments/4ak5cv/alternative_mod_launcher/. It is more robust than the standard launcher (does not lose track of mods AFAICT) and it does a rudimentary compatibility check.

I tried unsubbing and resubbing and it works on my end. If Steam is giving you error messages, you could try another Steam download server to see if it's a local issue.
