I've looked over it again and again. One time it worked, then I place some empty vehicles and suddenly it's doing the same thing. I get the error saying that my AI commander is from a different side than my synced air component commander, despite them having the *exact same faction list, copy-pasted*

No, this isn't an OPFOR issue, they are spawning where they belong and of the right faction. The BLUFOR are spawning in as CSAT sometimes, and idk why. Using RHS for both sides (so USArmy, USMC, and USAF for BLUFOR). Like I said, it worked once, I played a while and enjoyed it. Went back into Eden, added some empty vics for players to use, and it is back to doing this.
