Created Faction will not save
I am trying to create a faction, but after I create it and exit ORBAT, the faction I just created will not save, and I have to create it again (for the 5th time)
Why is my newly created faction not saving?

There is no "save" as such. You need to export the faction config and pbo it. You can pick it up from there as if editing any other faction.

I see now, I copied the code to a text file, but I am not sure where I put the code to load the file.
