In my case, the C2 mod seemed to be interfering with it. After removing that mod, I have been able to consistently bring up the ALIVE menu by holding TAB in-game.
@Ceir - what's the C2 mod? any clue how it interacts, if so I might deduce something useful regarding my own situation.

Rebind the tabliet key(right win key) to the left side Windows key on your keyboard and it should work fine. Something happened in the last CBA that screwed up the key bindings.
I have no tabliet key on my keyboard though - I assume it's possible to bind the menu function to another key, or isn't it?
Sounds to me that the scrips aren't being pushed forward to execution, that happens alot on my listening server after a while of playing and meddling on my part.
You might want to post your specs and scenario\mod list in which you were using Alive.
