Where is the .ini file?
UPDATE FEB 5, 2017:

It's recommended you download Mod Config Menu to edit the settings in-game.

If for some reason you can't do that, run the game once, then edit the .ini at

Documents\My Games\XCOM2\XComGame\Config\XComStartingStaff_Settings.ini
