Do I need a theme DLC to change my existing save's theme?
I want to change my city to a snowy-like theme, but can't find the option when I try to load the map with this mod.

Specifically, do I need the Snowfall DLC in order for the option to appear?

If you want the 'Winter' theme then yes, you do have to buy the Snowfall DLC.
Research the DLC carefully on the Cities: Skylines Wiki before you buy it as the only things you really get from it is:
