use this command
sv_allowcslua 1

then, enable
lua_openscript_cl bhop.lua

if sv_allowcslua is set to 0 it doesn't work, so if you are on someone else's server obviously it doesn't work.
you can force the value with cheat engine but you risk getting banned by CAC so it's best to ask the server owner before you try it.

Source: I was banned from every single zombie survival server because I forgot to turn off cheat engine.
