Can't Spawn More Than Two NPC Types
The NPC assigned to ID 3 never spawns, only the first two IDs work.

The game bugs out if multiple NPCs have a 100% chance of spawning, so I guess play around with those values?

Is there any reason to have 100% chance on multiple entries? What are you trying to do?
