Hello Kitteecats. Thanks for your feedback!
Make sure you both start up the map before joining each other.

Also make sure you both have set the Game Type to Public or Friends.
To check this: when the map starts press Escape.
In the menu choose Options > Online > Game Type.

Please let me know if this fixed your issue.

Having the same issue, tried the fixes, nothing seems to work.

Hello Victim. Thanks for your feedback.
Try the following solution.

1) Check if all players have set their Game Type to Friends.
2) Check if all players are not in a cutscene.
You can't join each other during the intro cutscene, because there's no mission set yet.

3) All players wait until the first mission comes up: "Explore the area to find weapons and loot".
4) Press the Escape key and in the Menu select Matchmaking > Find Games.
5) Look if the wanted game shows up and press Enter to join.
6) If this doesn't work: select Matchmaking > Quick Join.
