We really need to have the ability to field them while they are in training like you can do with PSI troops.
to do so :
1) Go to steamapps\workshop\content\268500\577517577\Config
2) Open the file named "XComLW_OfficerPack.ini"
3) Find "TrainingDaysForRank[x]= 4.0f" in which x is the rank number
4) Change 4.0 to the Value you want, I changed it to 2.0f
