In the console you put this command: bind i "show_menu menu"

And from there you press the letter i to open the menu. You can also change it with another letter more comfortable for you, like bind v or b, etc. Just remember to put the quotes to the command, the letter is not necessary.

Hey man, My admin works completely fine except I can't exit the menu whenever I press 0. despite of removing all the add-ons, and deleting the entire file in my pc, I still can't exit the menu. Please help.

Try manually removing their Steam ID from the banned.txt file if you accidentally banned them, it MIGHT be located at: "C:\Program Files (x86)\Steam\SteamApps\common\left 4 dead 2\left4dead2\ems\admin system".
