That spot is there on purpose. You can either straf jump or get a teammate to boost you up on the pipe. The T's have a counter boost spot on the fork lift outside B

But on that last screenshot is one way texture (You can see it under but not at the top).
And yes, that spot was purpose but the texture wasn't placed at side seen on the screenshot.
