Did you have any luck modifying the ini? I've tried modifying both the windowsnoeditor and windowsserver Game.ini file, still have the Tuso overspawn problem.

Spawnweightmultiplier should be about 0.1 (Doesn't really matter here, but keep it low)
You want the spawnlimitpercentage on true, because that's the main reason why there are still spawning that much, because you aren't decreasing the actual spawn limit.
I recommend for SpawnLimitPercentage=X going for very low values like <0.05

Anyway to finish this mod hasn't been updated for a while now. Expect these kind of things to happen.
