i think it would be cool if it slowed people when shot for like 5 secs. that way it would be easy to follow up with a head shot. the cons would be -30% damage to body shot.

that still would probably have to be nerfed and to do so i would suggest a -%50 max ammo.

That would ruin the sniper in my opinion with the cant no scope shoot

But the Machina already has that :P

-15% damage on bodyshot
slows enemy for 3 seaconds on bodyshot
headshot does +10% damage

it'd be good for slowing the enemy then popping their head off
