I know that I'm stupid, but....
HOW DO YOU EVEN OPEN THIS IN GAME, AND CAN IT CHANGE THE TIME WITHOUT AFTER DARK?

I figured it out. You just go into your regular options menu and there is a new "mods" section there. As long as you've activated the mods in the games main menu of course.

I don't have a MODS option under the game options. How can I activate these features?

Not gonna lie bud, haven't played this game since August 2018, so I don't know the answer to that question. Good luck though.

Yes, go to "Content manager" then "Mods" and enable them all.

After that, if in the city, then you can click the setting button (Upper right) and select "Options" and it will show all mods, then click on your mod you want to configure (setup), then exit back to game to test the results.
