I found a workaround to finish the whole quest line. if you go to the balcony where the Jarl usually is, you can hop on a little ledge to the left. From there, you jump to the left and land on another ledge, you can then Whirlwind Sprint to another, and keep jumping until you get into the Jarl's room. From there, you can free the girl and end the questline.
