How do you kill The Arbiter?
His spell is incredibly strong and I'm stuck wearing the Immaculate dwarven armor, my sword barely puts a dent in his health, and even if I use all my potions it's only like 1/10 of his health down.

instead of talking to him, I was standing in front of the door, at level 20 full Destruction Mage, I killed him with 2 quick spells before he got to attack me, when i tried speaking to him, I would die instantly of his attack.
