Cosmedic
I was thinking, instead of it being a taunt, why not have it as a cosmedic where the scout rides the hoverboard instead of running? I would be the same speed as the normal scout and he can still attack.

They could just make the hoverboard fly very low and scout could be hunched back a little bit more. Then it would be alined with the hit boxes
