This sounds like a Mod conflict.

It was, some other mods were out of date.

Same issue here. We also are running two other mods that add hair/hat skins (CuteHair and FandomFineries), I'll test for conflicts between them this evening.

Usually the reason you can't place item is when a mod is not in sync with server/player version. Sometimes mod are updated without a Reset GUID, it doesn't force version match so you can get on a server with a mod thats out of date. It will work again once you replaced the outdated mod on the server. This doesn't mean the hair mod is out of date. It can be any other mod.
