Anyway, to answer the question, just simply because I think that's big enough to make a garbage bag. Especially with the added materials needed to tape the bag together, theoretically. You're more than welcome to pop in after you've downloaded it and change it for your personal game if you'd rather 10 or 20 to use up more bags. Are you playing on a custom setting? I really never find that many unless I come across a magical tote bag.
