How to get: Use the Internet feature (some computers in Anthology office, in market office, etc).

"Real Trashmaster"
How to get: You must cleaned up the jail's toilet.

"Cold Meat"
How to get: You must tell with strange guy into Anthology Office's basement.

"Alone Stranger's Retribution"
How to get: You must kill the Arkhipov.

"The Dominator"
How to get: Masked guy from Anthology's office must die.

"Lil' Sniper"
How to get: Visit the sniper point at Postal Dude's statue.

"Monkey house"
How to get: You must be arrested.

"Want to believe"
How to get: You must see the Kaspersky's magic rite.

"Bear Hunter" and "The Dominator" do not work. I've killed many bears (including Yetsuki) and Snafu repeatedly.
