I would like to use the terraforming tool ingame without feeling like a god.
Normal mortal human beings can also terraform the landscape but they charge money for it and as a city planner I don't mind paying to flatten some land.

So yeah, is it possible to make a certain value for terraforming so it feels like part of the gameplay?
