This has happened to me as well. It's as if it simply isn't even recognizing the fact that I am attempting to use the brush. Surface painter, tree brushes, natural resources, etc. are all working fine. It's just the terraforming brush that's stopped working.

This same thing happened to me. Not sure what to do.

Make sure you have Unlimited soil mod turned on. i had the same problem but that fixed it.

The downloaded map is the problem all other maps are working with the mods
