How come no brushes menu or anything of the sort pops up when using the tools?

Yes, I see the brush tabs, but no way to make a tunnel: / you can lower the level, raise it, but not make a hole in a hill.

It isn't possible to dig a tunnel into the ground in any Unity based game. The surface is like a sheet that cannot fold over itself. The best you can do is a vertical wall with a decoration that makes it look like a tunnel.
