The cell phone is on a table in an office and has to be taken to a cell to activate, and the wire tapping console is in the control room - shoot the panel above the spinny things until it breaks and then use the phone booth outside. After doing one of these two things, there is a short delay and then a T trap allows you to have a tool thrown into the yard or delivered in a van (for 1 credit). Use the tools on the missing toilets in one of the two cells. Bring the tool with you because you need to use it again under the showers.
