Tried googling "Microsoft visual c++ Runtime Libary"?

have to have the most recent Microsoft Visual c installed ,check out the microsoft web and download the newest version,

I'm having the exact same issue. The game crashes on loading setting data and then I have that error.

Visual C++ is up to date. I even tried to reinstall the game so I have a clean folder but to no avail.

Quick update: it's caused by the "Load Texture on Demand" option being unchecked. When you check it, the game will load faster and this error will disappear. But you'll have the drawbacks of having it checked, of course.
