If you are using it on a multiplayer server you must enable admin mode for the necroforge button to show. It is to prevent non admin players from using the functionality when the server has it enabled. Make sure all mods you wish to use are enabled on the mod screen and that the mod is added to the particular server you are using.

I'm talking about singleplayer, I turned on Hydrocraft and Necroforge, I can't spawn hydrocraft items through the menu so I assume there's a seperate compatability file similar to the file that adapts ORGM to necro.

First you need to activate both of Necroforge's components in the main menu Mod section, then you need to click on the bottom right icon on NF's popup window (mods).
