is it possible to gain ALL perks when continuously making skills Legendary?

If you continuously make a skill legendary over and over again you can level up infinitely, which means you can gain perks infinetely, which means yes, you can gain all perks.

You can also get the perk where you can sleep and spend 50000 to get a perk and just sleep spam while giving urself 9999999.
