I've chased the guy all round the entire map, and finally ended up in Saint Petersburg, which has a traveller who tells me that Xavier is in Saint Petersburg, the city I'm in. The thing is, I've been to the tavern and the city hall and looked all around but I cannot find this claimant. Where is he?
