No war in a 100 days
All other factions are going to war but mine has not been in a war in 100 days ingame is there a way I can start 1? without cheats?

Choose a faction you want to go to war with, preferrably a weak one, and attack their villagers or caravans.

I got the opposite problem. My Napoleon is calling wars out on everyone and we're getting crushed everywhere, while he hosts yet another ball in Paris. Frenchmen being frenchmen I guess
