i had this too, but during my dayly patrol-hunt (fighting patrols doesn't anger a nation and are good sources of XP), i decided to attack a caravan. suddenly, my nations relations with the caravan's nation dropped, and 2 days later we were at war. so, if you want a war, find a caravan belonging to another nation, and attack it.
