Your country's government pays their wages. Money is hard to come by if you don't engage in trade anyway, so it's not that much of a exploit. And you still have to pay for the upgrades, although once upgraded your elite troops cost nothing, same as recruits.

There may be plans for a different system in the future, though.

What I am saying is that it sees that scottish line inf do not have a upgrade tree as when you recruit them they come with OP stats which are equivelent to fully upgraded line inf.

Yeah, i was answering the second part of your post, the one about the wages. I don't know if the Scottish troop tree will be expanded or balanced somehow.

It was probably easier to avoid making a troop tree. The historical reason why you might not have to pay the Scottish wages is cause they were often forced into the army so there clan might not be destroyed (like what the Romans did to the Goths).
