How to join an army in L'Aigle?
When I talk to the recruiter he tells me to go to the Quartermaster, and when I talk to said Quartermaster I can only talk of becoming a Lieutenant.

walk around town your going to find a recruiter for the army or go to the army depot.

You need to have a high enough renown, honor, relationship with the faction, and enough money to get a higher rank. You can boost all of them by fighting, doing quests, or taking cities by yourself. You can buy a promotion too, but as I said you need enough money to do so.
