You need to go to the military depot.

Go to the Quartermaster in the military depot.

Check the quartermaster in your faction's military depot. As you rank up, more and more uniforms will become available to you.

Also, there's nothing (other than war, that is) to stop you from going to other nation's depots and buying their uniforms if you like. so you can mix and match to your heart's content
