Spain
The Peninsular War was a major part of the Napoleonic Wars, so I think Spain and Portugal should really be in the mod.

There are plans for it but it's a huge amount of work for just one developer, and there are other priorities to flesh out and finish what is already in the mod before adding any new factions.
