Needs to be set to High. If the option for High doesn't show up, then your video card doesn't support it.
Personally, I think HL2 should just warn if you don't have the required hardware and not disable it, as the software might be wrong about what is and isn't supported.

Go to any Source game's Launch Options. (For me, Black Mesa and Garry's Mod) (Right Click > Properties > Set Launch Options)
Copy and paste this in the Command Line: -force_vendor_id 0x10DE -force_device_id 0x1180
after i used that command line its much worser. the flashlight is now really weak and the light mod is useless. since it doesnt light the area now anymore.
