Suggestions
If you have any suggestions, here is where you should post them. If you are suggestings textures or uniforms, fell free to link us to pictures of what you want (for example a picture of a police uniform or a certain truck etc).

Is this turning Prisoner to citizens city or no? cause I need a city that has Citizens and not prisoner.

Hey @HeadHuntingSniper, this only applies textures and in no way changes the behaviour of the inmates, no.

I had attempted to do just that in my "French City Modification" but due to limited modding possibilities back in the day (I know the devs have improved that since, but never really got to try the new features yet) it was impossible to make them real citizens... maybe one day someone else will do it or I will get the time and inspiration to update that mod.

For now, though, I don't think any mods offer that. Sorry.
