Did you even ask the creator for permission to upload this?
Because I'm pretty sure it's against the rules if you didn't.

I did ask. Turns out he hasn't been online for seven years though, so I didn't get an answer. I am willing to take this down if the original creator, valve, or any other authority wants it.

No response means you don't have permission. Also, the fact that you didn't make this map is justification enough for never making it an official map. If it were added, you would profit off of someone else's intellectual property, which is generally considered stealing.

Actually this map is a remake of convoy from Unreal tournament 2004
