If you used steamCMD to install it's most likely why, 9/10 people have issues with steamCMD.
If you didn't load up single player and test, they may of just not finished unpacking properly.
If you can't learn an engram you can't spawn the items, because the server isn't running the mod.
You can see the mod items regardless because the server has informed you of the mod, but it's not actively reading the files.
These issues could happen because you leave out the .mod file, or steam just didn't download everything properly, not sure why you aren't getting a mod mismatch error, but that is probably only triggered when your mod manifest has a newer date then the server.
Steam is getting worse and worse with the integrity of mod files and is continually causing issues with downloading them, sometimes it will download 0kb files and inform you it's updated when it's done nothing at all, just keep delting the mods folder on your harddrive and restarting Ark and uploading until the files are working properly.
I don't get any notifications from private discussions so I only happened to notice this before going to bed, you'll need to post in the comments for other active people to offer help.
I will try to delete the mod folder and reupload the modid folder and modid .mod both in the new mod folder i will create, and try to see if it works.

one more question if you don't mind, i accessed the master codes page and i tried the first few codes, they appeared to give something else instead of what they are supposed to give, like for example i got a spray gun instead of the alchamey kit xD
The folder on your server needs to be Mods not mod or Mod, windows isn't usually case senesitive and Linux is always case sensitive, but a large portion of Unreal has case issues, also that folder is searched for by the code so if you don't put it as SHooterGame\Content\Mods\ the server won't find them.
I don't know what you put but you called it mod in your reply so was just checking =]
so i deleted mods folder from my server then created a zip with the folder and modid.mod and uploaded it to the server and extract it, ran the server after that and the mod work flawlessly. thank you again for your time! best of luck in future mods :)
