Actually, I think this would be better for Spy, too. It suits his style, since a silenced gun would be better for sneaking, while Engie and Scout wouldn't really care about not being noticed.

A silenced weapon only makes sense for spy and sniper.

But in my opinion. It suits the scout too.
If you're flanking someone from behind. (Maybe you fancied doing a little cheeky spawn trapping.)
It'd be nice to take care of that one sniper at the back of the map without attracting much attention to the loud ass scattergun or bat sounds. A silent killer attribute would be very pleasing for some scouts.
