in spell description, they changed extra waiting time from 60 sec to 30 sec. why would they change spell description this way if they just wanted to cancel waiting efect entirely?

beside, if it was itended they would (hopefully) boost him in another way, because now he is uselss, way underpowered

and lastly, why would not they just ban him as silencer if they though this is OP? or why they just would not cancel silencers int steal ale let him in if this was what they do?

I'm sure it is bug.
