This is a common occurrence on dedicated servers. What is happening is that the server is downloading the mod incorrectly and sees it as corrupt so every time you start the server it attemps to re-download it. The fix is to delete the mod file and let it re-download. If that does not work manually replace it with your local copy of the mod.

What is the problem with that? I have several mods doing that, without any further issues...
