Strange Red Error on Load?
Not sure when this started happening or if it's even serious, but recently loaded up a single player for a change of pace and was hit with this.

Yeah I can't load the mod at all, not on my server or in SP

sounds heavily like a case of corrupt moddata or even a failed download

Not sure I deleted the mod and re-downloaded it. Never did get it working, so I abandoned it's use. This was also posted 3 months ago...

Abisius is correct, folks encountering this issue have a corrupted copy of the mod. Unsub and resub to see if steam will redownload. If that doesn't work, then may need to clear mod cache manually.
