I"m not sure if this is a bug or what, but I am not able to build any religious buildings (temple, shrine) in my 3rd (or later) cities. Shrine and Temples don't even show up as build options (they are NOT simply grey-ed out). I had no problem with the first two cities.

I dont know about temples, but Shrines have to be by fresh water.

I have personally been able to build shines in my subsequent cities in my playthough. Temples are not a building i usually go for. So Im not sure.

Ah, maybe I'm just an idiot and didn't realize Shrines have to be by fresh water. I'll give it another try and get back to you if I have any problems.
